bizSAFE Star: Requirements, Cost and Whether You Need It
The top level of bizSAFE, audited against SS 506 or ISO 45001. What it takes, what it costs, and whether your company actually needs it.
6 min readbizSAFE Star is the top level of Singapore's bizSAFE programme. To reach it, your whole Workplace Safety and Health (WSH) management system is audited against SS 506 or ISO 45001 by an MOM-approved auditor. It sits above Level 3. Most SMEs do not need Star, but firms chasing larger or premium contracts often do.
Key takeaways
- bizSAFE Star is the highest rung on the bizSAFE ladder.
- Your full WSH management system is audited against SS 506 or ISO 45001 by an MOM-approved auditor.
- You climb the ladder in order: Level 1, 2, 3, 4, then Star. You cannot skip steps.
- For most SMEs, Level 3 is enough. It covers government tenders and main-contractor work.
- Star and ISO 45001 overlap, so doing both together is efficient.
What is bizSAFE Star
bizSAFE Star is the final, top level of the bizSAFE programme run by the WSH Council. It is the strongest signal a company can give that it manages safety properly.
At Star, you are not just being checked on a Risk Management plan. Your entire WSH management system is audited against a recognised standard, SS 506 or ISO 45001, by an MOM-approved auditor. Pass, and you are recognised at the highest bizSAFE level.
The ladder to Star
bizSAFE is built in stages. Each level builds on the one before it, and you cannot skip ahead. Here is the full path to Star.
Level 1: top management workshop. Your CEO or MD attends. It sets the safety commitment from the top.
Level 2: Risk Management course. One staff member attends and becomes your RM champion, leading risk assessments at work.
Level 3: RM plan audited. An MOM-approved auditor reviews your Risk Management plan and how you apply it. This level covers most government tenders and main-contractor work.
Level 4: develop a full WSH management system. You build out a complete safety management system, not just a risk plan.
Star: system audited against SS 506 / ISO 45001. An MOM-approved auditor audits your whole WSH management system against the standard. Pass, and you reach bizSAFE Star.
bizSAFE Star requirements
To be eligible for Star, you must have already worked your way up the ladder. The core requirements are clear.
- You have completed Levels 1, 2, 3 and 4 in order.
- You have a full WSH management system in place, built at Level 4.
- That system is implemented and being used across your operations, not just written down.
- The system meets the requirements of SS 506 or ISO 45001.
- An MOM-approved auditing organisation audits the system and you pass.
The big difference from Level 3 is scope. At Level 3, the auditor checks your Risk Management plan. At Star, the auditor checks your entire safety management system against a recognised standard.
How much bizSAFE Star costs
Star costs more than Level 3. The reason is simple. The thing being audited is much larger. At Level 3 you are audited on a Risk Management plan. At Star your whole WSH management system is audited against SS 506 or ISO 45001, so there is more to build and more to check.
Exact cost depends on your company size, your industry, and how mature your safety system already is. A firm with a working system in place will spend less to reach Star than one starting from scratch.

Do you actually need bizSAFE Star
For most SMEs, the honest answer is no. Level 3 is enough. It covers government tenders and main-contractor work, which is what most companies are chasing.
You need Star when a larger or premium contract or client specifically requires it. Some big buyers and main contractors ask for the top level as a condition of working with them. If that is your situation, Star is worth it.
Before you commit to Star, check what your target contracts actually ask for. If they accept Level 3, do not over-build. Our bizSAFE Level 3 requirements guide walks through what that level involves.
bizSAFE Star vs ISO 45001
These two overlap heavily. bizSAFE Star is audited against ISO 45001 or SS 506, so the safety system you build for one is largely the system you need for the other.
That overlap is good news. If you are aiming for Star, you are most of the way to ISO 45001 already, and the reverse is true too.
- bizSAFE Star is a Singapore programme level, recognised by the WSH Council, that shows you are at the top of the bizSAFE ladder.
- ISO 45001 is an international standard for occupational health and safety management systems, recognised worldwide.
- The overlap: Star is audited against ISO 45001 or SS 506. The management system requirements are largely the same.
- Doing both together is efficient, because you build one system and use it to meet both.
If global recognition matters to you, look at ISO 45001 certification alongside Star. To see how 45001 compares to other ISO standards, our ISO 9001 vs 14001 vs 45001 guide explains the differences.
