bizSAFE Level 1 and Level 2 course fees are separate.
bizSAFE Level 3 timeline
2–4 weeks, kickoff to audit.
Most ZES bizSAFE Level 3 projects take two to four weeks from kickoff to the Risk Management audit. This assumes one site, and that Level 1 and Level 2 are done or already booked.
What makes it faster
- Level 1 and Level 2 already completed
- One contact person who can decide and sign
- A site walk in the first week
- Existing risk assessments we can build on
What makes it longer
- Level 1 or Level 2 course dates still to come
- Several sites or many different work activities
- Slow sign-offs on the team appointment and policy
- Staff not available for the briefing
*Typical timeline: from kickoff to the Risk Management audit, for a single-site company with Level 1 and Level 2 completed or booked.
One RM audit report, three applications
Prepare once for Level 3, Level 4 and Star.
The same bizSAFE Risk Management Audit and audit report are needed for Level 3, Level 4 and bizSAFE Star applications. For Star, the report is submitted with an SAC-accredited ISO 45001:2018 or SS 651:2019 certificate. Level 3 is the focus here. These are the file and site checks we complete before the RM audit.
Your records show the correct sequence
Team appointment first, WSH policy next, risk assessments after that, staff briefing last. One date stamped on every document is a gap we fix before the audit.
We cover the activities your team actually carries out
The risk assessments should match what your people actually do on site, not a generic list. We walk the work with you before the audit.
Procedures match the risks
Each safe work procedure ties back to a risk assessment, and the same 5x5 risk matrix is used throughout the file.
Your team can explain it
The auditor talks to your Risk Management team. We brief them on the method and their roles, so the answers come from them.
The records are signed
Briefing attendance, team appointment letters and the policy are signed and dated. Missing signatures are easy to fix early and awkward to fix on audit day.
Level 1 and 2 are in the file
Completion records for your top management (Level 1) and your Risk Management Leader (Level 2) are ready for the auditor to see.

bizSAFE Level 3 questions
The details before audit day.
Short, direct answers for Singapore business owners. For the full checklist, read the bizSAFE Level 3 requirements guide.
What is bizSAFE Level 3?
bizSAFE Level 3 is the WSH Council programme stage that needs a bizSAFE Risk Management Audit report for the application. An MOM-approved auditing organisation checks your Risk Management implementation against the WSH (Risk Management) Regulations and bizSAFE Risk Management audit criteria.
Who needs bizSAFE Level 3?
Companies that bid for government tenders or work for main contractors are commonly asked for it. Many clients in construction, facilities, logistics and manufacturing will not engage a vendor without it.
What are the bizSAFE Level 3 requirements?
Complete Level 1 and Level 2, put your Risk Management plan and documented risk assessments into practice, then complete the bizSAFE Risk Management Audit. Use the requirements checklist to see each step.
How long does bizSAFE Level 3 take?
With ZES, typically two to four weeks from kickoff to audit, for a single site with Level 1 and Level 2 done or booked. More sites, more activities or pending course dates add time.
How much does bizSAFE Level 3 cost?
ZES bizSAFE Level 3 consultancy starts from $1,888. The final fee depends on company size, nature of operations and the scope of Risk Management work required. The Risk Management audit is included in the quoted package. bizSAFE Level 1 and Level 2 course fees are separate.
Do I need bizSAFE Level 1 and Level 2 first?
Yes. Your CEO or a Board Director attends the 3-hour Top Executive WSH Programme (TEWP) for Level 1, and one staff member completes the 2-day Level 2 Risk Management course at an approved training provider and becomes your Risk Management Leader. We can start preparing in parallel.
Who conducts the Risk Management audit?
An MOM-approved auditing organisation conducts it under the Singapore Accreditation Council Auditing Organisation scheme. The auditor checks the Risk Management system and how it is applied at your site. ZES prepares your company and supports you on audit day.
Can the same RM audit report be used for Level 4 or bizSAFE Star?
Yes. The same bizSAFE Risk Management Audit and report are required for Level 3, Level 4 and bizSAFE Star applications. Star also needs an SAC-accredited ISO 45001:2018 or SS 651:2019 certificate. Tell us your intended level so we can prepare the audit file with that application in mind.
What if the audit identifies gaps?
The audit outcome is decided by the MOM-approved auditing organisation. ZES does not control it. We prepare your file and team before audit day so you are well prepared, then help you address any points that need follow-up.
How long is bizSAFE Level 3 valid?
Three years. To keep the certificate active you renew before it expires, which means a fresh Risk Management audit.
Can ZES help with bizSAFE Level 3 renewal?
Yes. Tell us your expiry date and we plan backwards from it: review and update the risk assessments, then arrange the renewal audit. See the bizSAFE Level 3 renewal guide.
What comes after bizSAFE Level 3?
Level 4 and bizSAFE Star use the same RM audit report. Star also requires an SAC-accredited ISO 45001 or SS 651 certificate.
