ISO Certification Cost in Singapore: Full Price Breakdown (2026)
What ISO 9001, 14001, 45001 and bizSAFE really cost in Singapore: consultancy fees, certification body fees and yearly maintenance, with what drives the price up or down.
7 min readFor most Singapore SMEs, ISO certification costs between $4,500 and $9,000 in the first year, then $1,000 to $2,000 a year to maintain. That first-year figure covers two separate bills: your consultancy fee and the certification body's audit fee. bizSAFE is cheaper, from around $2,400 all-in. Below is the full breakdown so you know exactly what you are paying for.
Key takeaways
- ISO first-year total (SME): $4,500 to $9,000, across two providers.
- ZES consultancy: from $2,288. Yearly maintenance support: from $1,888.
- Certification body audit (Stage 1 + 2): $2,000 to $4,000, paid to an accredited body, not the consultant.
- bizSAFE Level 3 all-in (Levels 1 to 3): $2,400 to $5,300.

The three fees explained
1. Consultancy fee (paid to ZES)
This covers the work of getting you ready: gap analysis, writing your management system documents around how you actually work, helping you implement them, running an internal audit, and walking you through the certification audit. Our packages start from $2,288, quoted up front so there are no surprises. See our ISO 9001 consultancy, ISO 14001 consultancy and ISO 45001 consultancy pages for what is included.
2. Certification body fee (paid to an accredited body)
The certificate itself is issued by an independent, accredited certification body, not by your consultant. They run a two-stage audit (Stage 1 checks your documents, Stage 2 audits how you work) and charge $2,000 to $4,000 for it. The two parties must be separate, so no honest consultant can "sell" you the certificate.
3. Maintenance fee (yearly, after you are certified)
An ISO certificate runs on a three-year cycle. In years 2 and 3 the certification body does a shorter surveillance audit ($1,000 to $2,000 each). Many clients also keep ZES on a light maintenance retainer (from $1,888 a year) so the system stays audit-ready without taking up their time.
What about bizSAFE?
bizSAFE is Singapore's national workplace safety ladder and costs less than full ISO. For bizSAFE Level 3, the all-in cost from Levels 1 to 3 is typically $2,400 to $5,300: consultancy $1,500 to $3,000, the RM audit $500 to $1,500, plus the Level 1 workshop and Level 2 course. What affects the price
The biggest saving most companies miss: doing two or three standards together. Because ISO 9001, 14001 and 45001 share the same structure, combining them in one project is noticeably cheaper than doing them one at a time.
How to keep the cost down
Bundle standards you will eventually need (for example ISO 45001 with bizSAFE Star) into one engagement.

Keep your existing records tidy; the less we rebuild from scratch, the lower the fee.
Use an accredited certification body the first time, so you never pay twice to redo a rejected certificate.
Frequently asked questions
How much does ISO certification cost in Singapore?
For a typical SME, $4,500 to $9,000 in the first year. That splits into the consultancy fee (ZES, from $2,288) and the accredited certification body's Stage 1 and Stage 2 audit fee ($2,000 to $4,000). After that, surveillance audits run $1,000 to $2,000 a year.
Why are there two separate bills?
Because the consultant and the certification body must be independent. ZES prepares and coaches you; an accredited body audits you and issues the certificate. No single party can do both, by design.
How long does ISO certification take?
Most SMEs are certified in 2 to 4 months with consultant support. Doing it alone commonly stretches to 6 to 12 months. See our ISO timeline guide.
Are there grants for ISO certification in Singapore?
Depending on your situation, some productivity-related support schemes may apply to parts of a project, and the bizSAFE Level 2 course is often SkillsFuture-claimable. Eligibility changes often, so ask us and we will tell you what genuinely applies rather than dangle a grant that does not.
Is the cost worth it for a small firm?
Usually yes. The standard scales to your size, so a small firm's system is lighter than people expect, and certification often unlocks tenders and contracts a non-certified firm cannot bid for. The certificate frequently pays for itself on the first job it wins.
Can I get ISO 9001, 14001 and 45001 in one project?
Yes, and it is cheaper than doing them separately because the standards share the same structure. Many ZES clients combine two or three in a single engagement.
