ISO 9001 Consultant Fees in Singapore: What to Pay

What you should pay an ISO 9001 consultant in Singapore, and why the consultant fee is separate from the certification body's audit fee.

Nachi LeongBy Nachi Leong, Principal Consultant6 min read

In Singapore, an ISO 9001 consultant fee usually sits in the low thousands, separate from what the certification body charges to audit you. ZES implementation packages start from $2,288. Once you add the certification body's Stage 1 and Stage 2 audit, a typical SME spends $4,500 to $9,000 in the first year, then $1,000 to $2,000 a year for surveillance audits. What you pay depends on your size, sites, scope, and how much usable documentation you already have.

What the consultant fee covers

The consultant builds and prepares your quality management system for the certification audit. The fee covers the work that gets you ready.

  1. 01Gap analysis.

A review of how you work today against the ISO 9001 requirements, so you know exactly what is missing.

  2. 02Documentation.

Policies, procedures and records written around your actual operations, not a generic template.

  3. 03Implementation help.

Hands-on support to put the system into daily use across your team.

  4. 04Internal audit.

The required internal audit before your certification audit, run by someone independent of the work.

  5. 05Staff training and awareness.

Briefing your team so they can answer the auditor's questions on the day.

  6. 06Certification-audit support.

Someone in your corner during the CB's Stage 1 and Stage 2 audit.

If a quote leaves out the internal audit or audit support, it is cheaper for a reason. An internal audit is a requirement of ISO 9001. Audit support is optional. See how to get ISO 9001 certified in Singapore for the full path.

Consultant fee vs certification body fee

There are two separate parties, and they must stay separate.

  • The consultant builds and prepares your QMS. That is the fee that starts from $2,288.
  • The certification body (CB) is an independent accredited auditor. The CB audits your system and issues the certificate.

A consultant who also issues your certificate would be marking their own homework. Accreditation rules do not allow it. So your total cost is always two line items, not one.

What drives the consultant fee

Four things move the number, in rough order of impact.

  • Company size and headcount. More people usually means more processes to document.
  • Number of sites. One office is simpler than several locations to cover.
  • Scope and complexity. A simple trading firm is lighter than a contractor with site operations.
  • Existing documentation. If you already run with written procedures, there is less to build. If everything lives in chat messages and one person's head, there is more.

This is why a proper quote should come after someone understands your business, not before. A flat price quoted sight unseen is a warning sign.

3 yearsCertificate cycle

The certificate runs on a 3-year cycle: surveillance audits in years 2 and 3, then a full recertification audit. Larger or multi-site companies scale up mainly through more audit time. With a consultant, the whole first-year project usually takes 2 to 4 months.

Why the cheapest package can cost you more

Ask how the documents will be built around your actual operations. Generic template documents do not match how you work, and an auditor will see that.

Watch out: Template-only packages tend to cause problems at the certification audit or at renewal, when the auditor finds the documents describe a company that is not yours. Before you sign anything, ask two questions. Who actually writes the documents? And are they based on my real operations, or a template? If the answer is vague, the saving is not real.

Documentation built around your real workflow costs a little more upfront and saves you the pain of failed audits, rewrites, and renewal headaches later. Read our ISO certification Singapore guide for the bigger picture.

Frequently asked questions

How much does an ISO 9001 consultant cost in Singapore?

ZES ISO 9001 certification implementation packages start from $2,288. The consultant fee covers building and preparing your QMS. The certification body's audit fee is separate, and a typical SME spends $4,500 to $9,000 all-in during the first year.

Is the consultant fee the same as the certification cost?

No. The consultant fee pays for building and preparing your system. The certification body charges a separate fee to audit it and issue the certificate. They must be different parties.

What does the consultant fee include?

Gap analysis, documentation, implementation help, the required internal audit, staff training and awareness, and support during the certification audit. If a quote leaves out the internal audit or audit support, it is incomplete.

Why are some ISO 9001 packages so cheap?

Cheap packages may rely on generic templates that do not match your operations. They often cause problems at the certification audit or at renewal. Ask who writes the documents and whether they are based on your actual business.

What are the ongoing costs after I get certified?

The certificate runs on a 3-year cycle. Expect $1,000 to $2,000 a year for the certification body's surveillance audits in years 2 and 3, then a full recertification audit.
