How to Choose an ISO Consultant in Singapore
Consultant vs certification body, what a quote must include, and the questions to ask before you sign for ISO 9001, 14001, 45001 or 27001.
7 min readThe certificate is the output. The system underneath is what your staff use every day for the next three years. Choose the consultant for the system, not just the certificate.
Key takeaways
- The consultant prepares you. An accredited certification body audits you and issues the certificate. They must be separate.
- Ask who does the work. The person in the sales meeting is often not the person who turns up.
- Your company must own the system. Auditors interview your staff, not your consultant.
- Get the scope, the site days, the internal audit and the mock audit in writing.
- Pick someone who has sat on the auditor's side. They know what gets checked.
Who does what
| Party | Role | Chosen by |
|---|---|---|
| ISO consultant | Gap analysis, documents, implementation, training, internal audit, mock audit | You |
| Certification body (CB) | Stage 1 and Stage 2 audits, issues the certificate, yearly surveillance | You, from accredited CBs |
| Accreditation body | Checks the CB. SAC in Singapore | Not chosen |
The consultant and the CB cannot be the same firm. If someone offers to consult and certify, ask which accredited CB will issue the certificate.
Who you can hire
Independent consultant. One experienced person does your project end to end. Direct, fast decisions, one person responsible. Start dates matter because capacity is limited.
Consultancy firm. A team, usually a sales lead plus delivery staff. More capacity. Ask who is assigned to you and how senior they are.
Training provider that also consults. Good if your team wants to learn the standard in depth. Check that implementation support is in the quote, not only courses.
What a quote must include
Two ISO 9001 quotes can differ by $5,000 and describe different jobs. Check both against this list before comparing numbers.
- Gap analysis at the start.
- Documents. Which ones, and whether they are written with your team.
- Training. Awareness for staff, more for the people who run the system.
- Management review. Whether they run the first one with you.
- CB audit support. On site or by phone.
- Nonconformities. Help closing them, and whether it is extra.
- CB fees. Usually separate. Ask for an estimate so you see the full first-year cost.
Questions to ask before you sign
| Ask | Good answer |
|---|---|
| 1. Who will do my project? | A named person, and you can speak to them now. |
| 2. Have you audited, not only consulted? | Yes. They know what gets checked. |
| 3. Which CBs have your clients used? | Several accredited names, and which suits your size. |
| 4. How many days at our site? | A number. |
| 5. Who writes the documents? | They draft. Your people correct it to match how you work. |
| 6. What do you need from us? | A short list, and hours per week from one person in your company. |
| 7. How long to certification? | 2 to 4 months for most SMEs. |
| 8. What if the CB raises nonconformities? | They help close them, and say whether it is included. |
| 9. What happens in year two? | Surveillance audit, internal audit, management review, and a rate for support. |
| 10. Can I see a system you built? | Yes, anonymised. It looks like a real company. |
Red flags
- "We handle everything, you just sign." Auditors interview your staff. If they cannot explain the system, you do not pass.
- Certificate in two weeks. Stage 1 and Stage 2 need evidence the system has run. Very fast usually means a CB that is not properly accredited.
- Consult and certify from one firm. Not allowed under accreditation rules.
- No scope discussion. The fee is a guess.
- Hundreds of pages of procedures. ISO 9001 needs very little mandatory documentation. Bulk means copy and paste.
- Cannot name the consultant. You meet them when the project is already late.
What it costs
Consultancy for one standard is typically $2,000 to $6,000 for a Singapore SME. CB audit fees are another $2,000 to $4,000 in year one. Surveillance audits follow every year and recertification in year three. Breakdown by standard in our ISO certification cost guide.
At ZES, ISO consultancy is from $2,288, quoted up front once we know your scope. You work with one experienced consultant from gap analysis to certificate. See how we work, or go to ISO 9001, ISO 45001, ISO 14001 or ISO 27001.
Frequently asked questions
Can one consultant do ISO 9001, 14001 and 45001 together?
Yes. One integrated system is cheaper than three separate ones. Check the quote covers the combined scope. See our integrated management system guide.
How do I check a certification body is accredited?
Look for accreditation by SAC, UKAS or JAS-ANZ and check the CB on that body's public register. Certificates from unaccredited CBs are often rejected by clients and tenders.
Should the consultant be present at the certification audit?
Yes, especially at Stage 2. They cannot answer for your staff, but they keep the day moving. Check it is included.
Is ISO consultancy covered by EDG?
ISO 9001 and 45001 are generally not. Some advanced standards, such as ISO 27001, may qualify depending on the project. See our EDG page.
What if the consultant leaves halfway?
Ask for a named person and a written scope. With an independent consultant, the person you sign with is the person who finishes.
What should I have ready before the first meeting?
Company profile and org chart, the activities and sites to be certified, why you need the certificate and by when, any existing procedures or past audit reports, and who in your team will own the system.
Does the consultant choose the certification body?
You choose. A good consultant suggests two or three accredited CBs for your size and industry and helps you compare quotes. The contract is between you and the CB.
