bizSAFE Levels 1 to Star Explained

What each level requires, how long it takes, what it costs, and which level your tender is really asking for.

bizSAFE has five levels. Each builds on the one before, and you cannot skip. Most companies only need Level 3. Here is the whole ladder, at a glance.

What bizSAFE is

bizSAFE is a WSH Council recognition programme. It shows your company manages safety and health risks in a structured way. Government agencies and main contractors use it as a tender or vendor requirement. That is why most companies do it.

Each level

1

Level 1: top management commitment. Your CEO, MD or a director completes the Top Executive WSH Programme. No audit. You register with WSH Council and are recognised at Level 1.

Level 2: Risk Management course. You appoint an RM Leader who attends the two-day Level 2 course. This person leads your risk assessments. Their certificate is the prerequisite for Level 3.

Level 3: Risk Management plan audited. You put a Risk Management plan in place: risk assessments for your work activities, controls, safe work procedures, worker briefings, records. An MOM-approved WSH auditor audits it. Pass, and WSH Council recognises you at Level 3. This is the level almost every tender means by "bizSAFE".

Level 4: WSH management system. A full system: policy, objectives, roles, training, inspections, incident handling, emergency response, review. Audited the same way. Most companies going past Level 3 go straight to Star.

Star: audited against a standard. Your WSH management system is audited against SS 506 Part 1 or ISO 45001. Pass, and you reach bizSAFE Star. ISO 45001 holders can use it to reach Star. See our bizSAFE Star guide.

You cannot skip. A Level 3 audit is not recognised without a Level 2 RM Leader certificate. If your RM Leader has left, appoint and train a new one before booking the audit.

  • Construction, M&E, renovation, cleaning, facilities, logistics: Level 3. Check the tender wording. It almost always says Level 3.
  • Subcontractors to large main contractors: Level 3 at minimum. Some high-risk projects ask for Star.
  • Companies with ISO 45001: You can apply for Star using your ISO 45001 certificate.
Read the tender. "bizSAFE certified" nearly always means Level 3. "bizSAFE Star" means Star, a much bigger project. If unsure, ask the buyer.

Renewal

Level 3 and above are valid 3 years. Renewal is a fresh audit of your updated Risk Management plan, not a form. Start 2 to 3 months before expiry. A lapse removes you from the bizSAFE listing and can cost tender eligibility straight away. Steps in our renewal guide.

Frequently asked questions

Is bizSAFE mandatory in Singapore?

No. It is a voluntary programme. It becomes a practical must when a tender, agency or main contractor requires it. Risk assessment is a legal duty regardless.

Which level do government tenders require?

Most specify Level 3. Some higher-risk projects ask for Star. If the tender just says "bizSAFE", treat it as Level 3.

Can I go straight to Level 3?

Not without Levels 1 and 2 done first. They are short. We line them up while preparing your Level 3 documents so no time is lost.

How long does Level 3 take?

Typically 3 to 6 weeks from kick-off to audit. It depends on how fast you supply information, how many work activities need risk assessments, and auditor availability.

What is the difference between Level 4 and Star?

Level 4 is a full WSH management system audited. Star is that same system audited against SS 506 or ISO 45001. Most companies going beyond Level 3 aim for Star directly.

Does ISO 45001 replace bizSAFE?

No, but ISO 45001 holders can apply for bizSAFE Star. Clients asking for bizSAFE still expect to see you on the bizSAFE listing.

What if my RM Leader resigns?

Appoint and train a new RM Leader through the Level 2 course. Your Level 3 stays valid until expiry, but you need a certified RM Leader for renewal and to keep your risk assessments current.

How long is a bizSAFE certificate valid?

Level 3, Level 4 and Star are valid 3 years and renewed by a fresh audit. Levels 1 and 2 are steps on the way.
