ISO 14001 certification cost in Singapore: what SMEs pay
Budget the first-year audit, later surveillance audits and eligible EDGE support before you request quotations.
For a Singapore SME, the typical first-year ISO 14001 certification cost is $4,500 to $9,000, including consultancy and the certification body's audit. The Stage 1 and Stage 2 audit typically costs $2,000 to $4,000, while surveillance audits in years 2 and 3 typically cost $1,000 to $2,000 a year. The audit fee is driven mainly by audit days, which depend on your effective personnel, sites and environmental complexity.

- The first-year total is typically $4,500 to $9,000 for an SME.
- Audit days start with effective personnel and complexity.
- Surveillance audits are a separate cost in years 2 and 3.
- EDGE can support eligible first-year costs up to 70% for SMEs.
ISO 14001 certification has two separate bills
The typical first-year total for an SME is $4,500 to $9,000. It covers consultancy to prepare your environmental management system and the certification body's Stage 1 and Stage 2 audit. The fees are separate. ZES prepares your business. An accredited certification body audits the system and issues the certificate.
The certification body's Stage 1 and Stage 2 audit typically costs $2,000 to $4,000. Surveillance audits in years 2 and 3 typically cost $1,000 to $2,000 a year. Plan staff time for audit interviews, records, the internal audit and management review. Our ISO certification cost guide for Singapore publishes these SME ranges.
| Cost | Paid to | Typical SME range | EDGE support for an SME |
|---|---|---|---|
| ZES consultancy | ZES | Quoted after scoping | Supported, up to 70% |
| Stage 1 and Stage 2 audit | Certification body | $2,000 to $4,000 | Supported, up to 70%, first-year only |
| Surveillance audits, years 2 and 3 | Certification body | $1,000 to $2,000 a year | Not supported |
| Your team's time | Internal | Staff time, not a fee | Not listed as a supported cost |
Typical SME ranges are published in our ISO certification cost guide. GST is not supported under EDGE.
ISO 14001 certification support from ZES is quoted after we understand your sites, activities and existing records. Send the customer, tender or group requirement, headcount, sites and activities. We reply within one working day and arrange the free 15-minute EDGE pre-check.
The EDGE application needs the ZES quotation and the certification body quotation. After the pre-check, we arrange a short call or site visit. Our written quote keeps ZES work and certification body audit fees as separate lines.
The certification body fee follows audit days
Audit days are the main driver of the certification body fee. IAF MD 5 Table EMS 1 gives initial audit starting points, including Stage 1 and Stage 2. It uses effective personnel and the High, Medium or Low complexity category. These figures are starting points. The certification body adjusts them for your business and records its reasons. ZES does not set audit days and does not certify.
Effective number of personnel
Source: IAF MD 5:2023, Table EMS 1. Starting point.
| Effective personnel | High | Medium | Low |
|---|---|---|---|
| 1-5 | 3 | 2.5 | 2.5 |
| 6-10 | 3.5 | 3 | 3 |
| 11-15 | 4.5 | 3.5 | 3 |
| 16-25 | 5.5 | 4.5 | 3.5 |
| 26-45 | 7 | 5.5 | 4 |
| 46-65 | 8 | 6 | 4.5 |
| 66-85 | 9 | 7 | 5 |
| 86-125 | 11 | 8 | 5.5 |
Effective personnel includes permanent, temporary and part-time staff in scope, across every shift. Part-time staff are converted to a full-time equivalent. For example, 30 part-time staff working 4 hours a day count as 15. The justification for the effective personnel figure must be available to you.
High complexity examples include chemicals and pharmaceuticals, civil construction and demolition, and waste processing such as incineration. Food processing, transport and distribution, recycling of non-hazardous waste, technical testing and laboratories are Medium examples. Hotels and restaurants, plastic injection moulding and assembly are Low examples. ISO audit man-days in Singapore explains how the starting figure becomes a certification quotation.
What to check on a certification body quotation for ISO 14001
- The effective personnel figure and its documented basis.
- The High, Medium or Low complexity category used.
- Stage 1 and Stage 2 days, plus surveillance days for years 2 and 3.
- SAC-accredited or IAF MRA-recognised status, which is required for EDGE support.
- Travel shown apart from audit days, because travel is not audit duration.
- Any integrated audit reduction and the basis for it.

Business factors can change the audit days
More than one site can increase audit time. So can a sensitive receiving environment, additional environmental aspects, a high degree of regulation, complex processes, outsourced processes and several languages on site. The certification body considers these facts within your certification scope.
A very small site for the headcount, a mature management system, prior certification by the same certification body and a high level of automation can reduce time in stated circumstances. Any reduction shall not exceed 30% of the table time. The certification body must justify and record the adjustment.
An integrated audit for ISO 14001 with ISO 9001 or ISO 45001 can reduce the combined starting time by up to 20%. The certification body calculates each standard first and confirms the level of integration at Stage 1. The reduction can be smaller or nil. ISO 9001 and ISO 45001 are not supported under EDGE. Integrated management system preparation covers the records shared across standards.
The certificate cycle includes surveillance and recertification
Surveillance and recertification follow the initial audit. During the first three-year cycle, each surveillance audit is about 1/3 of initial audit time. Recertification is about 2/3 of the audit time your business would need then, using current information. Surveillance audits in years 2 and 3 typically cost $1,000 to $2,000 a year and are not supported by EDGE.
The chart illustrates one site, 20 effective personnel and Medium complexity. The initial audit starts at 4.5 audit days. With the two surveillance audits, the first three-year cycle totals 7.5 audit days. Recertification starts at 3 audit days if headcount and system stay the same. The certification body can adjust each figure using current company facts.

Budget for years 2 and 3 when you approve the initial project. The certification body sets the final audit time for every visit. It uses the current scope, personnel and system information for recertification.
EDGE can change the first-year budget for an SME
For an eligible SME, EDGE can support up to 70% of supported ISO 14001 costs if Enterprise Singapore approves the application. Supported costs are consultant professional service fees and first-year certification by an SAC-accredited or IAF MRA-recognised body. The company share is at least 30% of those supported costs. Surveillance and renewal audits after the first year, GST and software are not supported.
- EDGE support, up to70%
- Company share, at least30%

Apply before work starts and before any payment or deposit. Support counts towards the S$100,000 annual cap. It is paid as a reimbursement after the project is completed and fully paid. Enterprise Singapore assesses every application. The ISO 14001 EDGE grant guide has the application detail.
Support is up to 50% for non-SMEs. EDGE changes eligible costs only. It does not change the certification body's independent audit or the need for two quotations. Send us the requirement, headcount, sites and activities for the free 15-minute EDGE pre-check. We reply within one working day.
The consultancy quote follows your scope and records
The quotation covers the records needed for the certification scope. These are the scope and context, environmental aspects register, compliance obligations register and operating controls. We support the internal audit, management review, Stage 1 and Stage 2. New certifications are to ISO 14001:2026. The ISO 14001:2026 edition guide sets out the current edition.
Send the customer, tender or group requirement, company size, sites, activities, shifts and existing records. We use these details to understand the scope, identify whether a site visit is needed and prepare the ZES quotation. Nachi Leong completed Lead Auditor courses for ISO 9001, ISO 14001, ISO 45001 and ISO/IEC 27001. She holds the PSCMC certification from TÜV SÜD under SS 680:2021, which meets the EDGE vendor requirement.
ZES supports companies with ISO certification. This includes ISO 9001 and 14001 preparation for a biomass energy plant of a listed environmental group. Most SMEs are certified in 2 to 4 months with ZES. For ISO 14001 certification with ZES, book the free 15-minute EDGE pre-check or send the requirement. We reply within one working day, then arrange a short call or site visit and provide a written quote with the ZES work and certification body audit fees separated.
Common questions
How much does ISO 14001 certification cost in Singapore?
The typical first-year total for an SME is $4,500 to $9,000, including consultancy and the certification body's audit. The certification body's Stage 1 and Stage 2 audit typically costs $2,000 to $4,000.
Does EDGE cover ISO 14001 surveillance audits?
No. EDGE does not support surveillance or renewal certification costs after the first year. It also does not support GST or software.
How many audit days does ISO 14001 need for 20 staff?
For one site with 20 effective personnel and Medium complexity, the IAF Table EMS 1 starting point is 4.5 audit days for Stage 1 and Stage 2. The certification body can adjust that figure for your business and records the basis.
Is ISO 14001 cheaper with ISO 9001 or ISO 45001?
An integrated audit can reduce the combined starting audit time by up to 20% where the system is integrated and the audit team is qualified for each standard. The certification body confirms the level of integration at Stage 1, and the reduction can be smaller or nil.
Can we sign the quotation before applying for EDGE?
No. The EDGE application needs the ZES quotation and the certification body quotation, so get both quotations first, then apply, then sign and pay after you submit. Enterprise Singapore assesses every application, so support is not automatic.
Why do ISO 14001 audit days differ by industry?
The starting table uses effective personnel and High, Medium or Low complexity. The certification body also considers sites, environmental aspects, the receiving environment, regulation, processes, outsourced work and languages.
