For facilities tenders

When the bid asks for proof.

Facilities management and cleaning contracts often ask bidders to show a certified quality, safety or environmental management system. The exact mix matters: ISO 9001 is commonly the starting point, while site work, sustainability scoring or a larger FM contract can add other requirements.

Facilities management providers

For service providers asked to show how they manage service quality, site safety, maintenance work or environmental responsibilities across client sites.

Cleaning companies

For cleaning teams tendering for contracts where ISO 9001, bizSAFE Level 3 or ISO 14001 appears in the pre-qualification criteria.

Procurement and bid teams

Send the tender wording before committing to a standard. We separate an explicit certificate requirement from an evaluation criterion or a customer preference.

Before we quote. Send the tender extract, the services you will provide, number of sites, headcount and the certificate deadline. We confirm which standards are in scope and what your team must prepare.

ISO and bizSAFE route

Start with the requirement. Then build the evidence.

We work from the tender and the services you will deliver. The work is then planned around the standard, certificate scope, records your team needs to use and the independent audit route.

  1. 01Read the tender

We check the clauses, required certificates, scoring criteria, target award date and whether the requirement applies at bid submission or before contract start.

  2. 02Set the route

We recommend the standards that match the requirement: usually ISO 9001 for service quality, bizSAFE Level 3 for site safety, ISO 14001 for environmental requirements, and ISO 45001 where a full safety management system is required.

  3. 03Confirm scope and gaps

We review your services, sites, subcontracted work, current procedures and records. You confirm the activities and legal entity that need to appear on the certificate.

  4. 04Build and use the system

We prepare the agreed documents with your team, assign owners and put the records into normal service delivery before the audit.

  5. 05Prepare for the audit

We complete internal audit and management review work, brief the relevant team and prepare for the independent certification body's audit. For bizSAFE Level 3, an MOM-registered Auditing Organisation conducts the Risk Management Implementation Audit.

Certification project deliverables

Documents that match the sites and services.

The final document list follows the standards and certificate scope agreed for your tender. These are typical records for a facilities or cleaning company preparing ISO certification.

  • Certificate scope, service map and roles for the sites and services covered
  • Quality policy, objectives and service delivery controls for ISO 9001
  • Customer requirements, quotation, contract and service-review records
  • Supplier or subcontractor evaluation records where they affect the scope
  • Site inspection, service-level and corrective-action records
  • Environmental aspects, controls and monitoring records for ISO 14001 where required
  • Safety risk assessments and safe work procedures for bizSAFE or ISO 45001 where required
  • Internal audit, management review and certification-audit preparation records

Cost and scope

Price the standards you actually need.

From$2,288

ISO implementation with ZES starts from $2,288. The final fee depends on the standards required, headcount, sites, certificate scope and the documents or records already in place. Certification body audit fees are separate. bizSAFE Level 3 preparation starts from $1,888, with the Risk Management audit included in the quoted package.

Your written quote sets out

  • The standards and certificate scope covered
  • The gap review, documents and records to be prepared with your team
  • Internal audit, management review and audit preparation work
  • Your team's responsibilities, project plan and target timeline
  • Separate certification-body audit fees and any separate bizSAFE Level 1 or Level 2 course fees

Each ISO standard is typically $4,500 to $9,000 in the first year, including ZES consultancy from $2,288 and the certification body audit. bizSAFE Level 3 is about $2,400 to $5,300 all-in.

Tender and certification timing

Allow time to build, use and audit the system.

Most SMEs are certified in two to four months with ZES. That covers setting scope, preparing and using the system, internal audit and management review, then the certification body's Stage 1 and Stage 2 audits. Tell us the tender or contract-start date so we can assess the route early.

What helps the project move

  • The tender requirement and certificate deadline are clear
  • A named project contact can coordinate operations, site supervisors and bid staff
  • Existing service, safety, supplier and inspection records are available for review
  • Staff have time to use the new records before the certification audit

What can add time

  • Several sites, service lines or subcontractors sit within the certificate scope
  • The tender asks for more than one standard
  • Responsibilities or site controls need to be clarified before they can be documented
  • Audit dates need to fit the certification body's schedule

*Typical ISO timeline for an SME: from kickoff through the certification body's audit process. Your written project plan sets out the timing for your standards and sites.

Before the certification audit

What we check with your team.

A tender asks for a certificate, but the certification body audits the system behind it. Before the audit, we check that the scope, people and records match the facilities work your team will deliver.

01

The tender and certificate scope agree

The legal entity, services and sites on the proposed certificate scope match the tender requirement. We identify any site or service that needs clarification before audit planning.

02

Customer requirements reach the site team

Contract or service requirements can be traced to the people responsible for delivery, site checks and customer follow-up.

03

Service records show the work

The auditor can sample normal records such as inspections, service reviews, customer feedback and corrective actions, rather than a file created only for the audit.

04

Suppliers and subcontractors are controlled

Where they affect the certificate scope, the records show how you approve, communicate with and review the people delivering work for you.

05

Safety and environmental work match the route

Risk assessments, safe work procedures or environmental controls are included where bizSAFE, ISO 45001 or ISO 14001 forms part of the agreed route.

06

Your team knows the audit plan

The relevant managers and site staff know the audit dates, their responsibilities and the records the independent auditor may ask to see.

Facilities certification questions

The decisions before you bid.

Short answers for Singapore facilities and cleaning teams. The tender wording decides the route, so send it if a clause is unclear.

What certification do facilities and cleaning companies need for tenders in Singapore?

The tender decides. ISO 9001 is commonly requested for service quality, bizSAFE Level 3 is common for site-based and contracted work, and ISO 14001 increasingly appears in sustainability-scored tenders. ISO 45001 may be required for larger FM contracts that need a full safety management system. Send the tender extract and we will identify the stated requirements.

Which standard should we start with?

Start with the certificate explicitly required by the tender or customer. For many facilities and cleaning contracts, that is ISO 9001, then bizSAFE Level 3 for site safety. Add ISO 14001 when the tender calls for environmental management or sustainability evidence, and ISO 45001 when it calls for a full safety management system. Do not assume every standard is needed.

How much does ISO certification cost for a facilities company?

ISO implementation with ZES starts from $2,288. Each ISO standard is typically $4,500 to $9,000 in the first year, including ZES consultancy and the certification body audit, depending on scope and headcount. bizSAFE Level 3 is about $2,400 to $5,300 all-in; ZES preparation starts from $1,888, with the Risk Management audit included in the quoted package.

How long does certification take?

Most SMEs are certified in two to four months with ZES. More sites, more than one standard, records that have not yet been used in normal work, or certification-body audit availability can add time. Send the bid deadline or contract-start date before you commit to a timetable.

We are mainly office-based. Is the system lighter?

The system is built around your operations and certificate scope. A service business with fewer sites and simpler activities may have fewer documents and records to put in place than a business managing varied work across many client sites. The tender and the scope decide what the certification body will audit.

Can ISO 9001, ISO 14001, ISO 45001 and bizSAFE be combined?

ISO 9001, ISO 14001 and ISO 45001 share the same high-level structure, so one integrated management system can reduce duplicate documents and audit time. bizSAFE risk-management work can also be planned alongside ISO 45001. We confirm the sensible sequence after reviewing the tender, sites and work activities.

Who issues the ISO certificate or bizSAFE Level 3 certificate?

An independent accredited certification body audits and issues the ISO certificate. For bizSAFE Level 3, an MOM-registered Auditing Organisation conducts the Risk Management Implementation Audit and the audit report supports the application. ZES prepares your team and documents; we do not control the audit outcome.

What if an auditor raises findings?

Your team needs to address the findings with evidence before the certification body can issue the ISO certificate, or as required for the bizSAFE process. We help you work through the points and prepare the evidence requested. The auditor or certification body makes the decision, so we do not promise an outcome.
