ISO 45001 legal register for Singapore contractors
A legal register turns a new requirement into a named action, clear evidence and a recorded compliance check.
An ISO 45001 legal register is the documented record your business uses to identify legal requirements, decide how they apply and keep the result current. For construction, scaffolding and M&E work, it should link each relevant requirement to an owner, evidence and a planned compliance check. MOM's new scaffold fire safety requirements show how this works in practice.

- ISO 45001 clause 6.1.3 requires documented information on applicable legal requirements.
- The netting requirement starts on 1 March 2027 for projects awarded on or after that date.
- Procurement records and supplier test certificates can form part of the evidence.
- Clause 9.1.2 requires compliance to be evaluated at planned intervals.
A legal register connects requirements to work
A legal register is part of how an ISO 45001 system keeps track of requirements that apply to your work. It is not a list kept separately from projects. It should show what the requirement says, where it came from, which work it affects and what your team must do.
Clause 6.1.3 covers the determination of legal requirements and other requirements. Your business identifies them, determines how they apply, takes them into account, keeps documented information and keeps that information up to date. A register gives those points one working record.
The record also links to clause 6.1.2, hazard identification and assessment of risks and opportunities. A new requirement can change the controls used on a project. Clause 6.1.4 then requires action to be planned.
- The requirement and its source.
- The work, project type or role to which it applies.
- The action owner and the evidence retained.
- The date and result of the planned compliance check.
We build the register around how your business receives, buys, supervises and records work. This is one part of ISO 45001 certification support for Singapore contractors.
The scaffold fire safety changes have separate dates
On 24 September 2026, MOM announced updated scaffold fire safety requirements. The changes affect timber scaffold duration and scaffold netting used to envelop scaffolds erected outside buildings. The dates and conditions are different, so they need separate entries or clearly separate actions in the register.
| Requirement | When it applies | What the register should record |
|---|---|---|
| Timber scaffold duration reduced from nine months to three months | From 1 January 2027 | Project schedule and any case by case exemption under extenuating circumstances, such as technical constraints |
| Scaffold netting must meet the Commissioner's fire-retardant specifications | From 1 March 2027, for projects awarded on or after that date | Award date, scaffold use, accepted test standard and responsible role |
| Fire-retardant scaffold netting must also be certified by an SAC-accredited certification body | From 1 March 2028 | Certification requirement and the details shared ahead of implementation |
The netting requirement applies regardless of scaffold material.
For the netting requirement, MOM says manufacturers, suppliers, scaffold contractors and occupiers of the workplace are responsible for ensuring the netting meets the specifications. This makes the project role and procurement record relevant to the register.
The MOM factsheet on updated scaffold fire safety requirements advises employers to review project schedules, procurement arrangements and contractual obligations early.
A sample register row records the netting requirement
The row below is a worked example for the requirement starting on 1 March 2027. It is written for a contractor that uses scaffold netting outside buildings. Your register should use the roles and records your business actually uses.
The accepted fire test standards are specific
MOM will accept netting that meets any one of three recognised standards. The register can state the standard selected for a purchase, while the evidence record shows the supplier test certificate.
- BS 5867-2:2008, Type B.
- JIS L 1091:1999, Category 3 of Method A-1 or A-2, and Category 2 of Method D.
- NFPA 701:2023, Test Method 2.
The register changes project and procurement controls
A register entry becomes useful when it reaches the people and records involved in the work. Clause 7.4 covers communication. Clause 8.1.4 covers procurement, including clause 8.1.4.2 on contractors.
- Requirement review
Record the MOM requirement, the effective date and the projects or roles it may affect.
- Risk and action planning
Consider the requirement under clauses 6.1.2 and 6.1.4, then record the action needed for project planning and purchasing.
- Communication
Provide the relevant requirement to the people who plan work, procure netting or manage scaffold contractors.
- Evidence control
Keep the supplier test certificate and the related project and procurement records with the entry or in its stated record location.
The first netting date applies to projects awarded on or after 1 March 2027. The award date therefore belongs in the project review. From 1 March 2028, the further certification requirement also needs to be reflected when MOM shares the details ahead of implementation.
Tip: A register should show the current requirement and the evidence path. It should not replace the project records that support it.
Compliance evaluation confirms the register is working
Clause 9.1.2 requires your business to evaluate compliance at planned intervals and keep documented information of the results. For the scaffold netting entry, the check can compare the project award date, the netting record and the supplier test certificate with the requirement in the register.
The result should show whether the requirement was met and what follow-up is needed. This keeps the legal register connected to actual projects, rather than leaving it as a list of rules.
A certification auditor checks that the register exists, is current and that compliance is evaluated. ZES prepares your ISO 45001 system and your team for the audit. An accredited certification body carries out certification.
A register should also catch other updates relevant to your business. From 1 January 2026, bizSAFE Risk Management audits include speed-limiter checks for lorries.
ISO 45001 records can support bizSAFE Star preparation
For bizSAFE Star, your business needs an SAC-accredited ISO 45001:2018 or SS 651:2019 certificate and a Risk Management Audit Report. The legal register is an ISO 45001 record. It helps show how your business identifies applicable requirements and evaluates compliance.
The certificate and the Risk Management Audit Report are separate requirements for bizSAFE Star. The register does not replace either document. It gives your team one place to track changes that affect your safety management system.
Most SMEs are certified in 2 to 4 months with ZES. Our ISO 45001 service includes work with your team to prepare the system around your operations and get you ready for certification.
Common questions
What is an ISO 45001 legal register?
It is documented information that records legal requirements and other requirements relevant to your business. It should show how each requirement applies, the action taken, the evidence kept and the planned compliance check.
Does ISO 45001 clause 6.1.3 require the register to be current?
Clause 6.1.3 requires your business to identify legal requirements and other requirements, determine how they apply, take them into account and keep documented information up to date. A legal register is a practical way to maintain that record.
When does the new scaffold netting requirement apply?
It applies from 1 March 2027 to projects awarded on or after that date. It applies to scaffold netting used to envelop scaffolds erected outside buildings, regardless of scaffold material.
What evidence should be kept for fire-retardant scaffold netting?
The record can include a supplier test certificate showing one accepted standard, together with procurement and project records. From 1 March 2028, fire-retardant netting must also be certified by a certification body accredited by the Singapore Accreditation Council.
Who is responsible for meeting the scaffold netting specifications?
MOM states that manufacturers, suppliers, scaffold contractors and occupiers of the workplace are responsible for ensuring the netting meets the specifications. The register should identify the role in your business that checks the relevant records.
How is the legal register checked during ISO 45001 certification?
A certification auditor checks that the register exists, is current and that compliance is evaluated. Clause 9.1.2 requires compliance to be evaluated at planned intervals and documented information of the results to be kept.
