For construction companies
Built around the tender in front of you.
Construction companies are commonly asked for certificates by main contractors, developers and tender owners. The clause, not a standard package, decides what you need, which sites are in scope and how much time you have before submission or site start.
Tendering and pre-qualification
For builders and subcontractors asked to show specific certificates before they can be shortlisted, appointed or allowed on site.
Site-based construction work
For teams whose work activities, risk assessments and safe work procedures must be documented for the work they carry out.
Larger and repeat contracts
For companies building an ISO system to meet a buyer requirement and use it across future tenders and projects.
Procurement and project teams
For teams comparing consultant proposals and needing a clear scope, responsibilities, timeline and separation between consultancy and certification.
Before we quote. Send the tender or contract clause, work scope, headcount, sites and target date. We confirm what it asks for, what you already have and the route to the independent audit.
ISO and bizSAFE project route
Start with the clause. Build the evidence.
We first separate the certificates the project actually requires from those that can wait. Then we build and use the ISO or bizSAFE system with your team before the relevant independent audit.
- 01Read the requirement
We review the tender or contract clause with you, confirm the construction work, sites and deadline, then identify the required standard or standards.
- 02Confirm the scope
For ISO, we agree the legal entity, construction activities and sites that need to appear on the certificate. For bizSAFE, we identify the work activities and people needed for the Risk Management system.
- 03Build the system
We review the documents and records you already use, identify the gaps and prepare the agreed quality, safety or environmental controls with your team.
- 04Use it on the work
Your team uses the agreed documents and records in normal office and site work. We prepare the internal audit, management review and people who may be interviewed.
- 05Meet the auditor
An independent certification body audits ISO systems at Stage 1 and Stage 2. An MOM-registered Auditing Organisation conducts the bizSAFE Risk Management Implementation Audit. We prepare you for the audit and help address findings.
What your team receives
A system that follows the work from office to site.
The final list depends on the certificates, scope and tender requirement. For a construction company, the project usually brings together the records that show how work is planned, controlled, checked and reviewed.
- Certificate scope, policy, objectives and responsibilities
- Process map from tender and quotation through construction work and completion
- Construction work planning, site coordination and change-control records
- Supplier, subcontractor and purchasing controls
- Risk assessments and safe work procedures where bizSAFE or ISO 45001 applies
- Method statements, inspection records and corrective actions
- Environmental controls where ISO 14001 applies
- Competence, training and communication records
- Internal audit, management review and audit preparation records
| Project area | Requirement | Current evidence | Status | Next action |
|---|---|---|---|---|
| Tender and scope | Certificate requirement confirmed | Tender clause | In place | Confirm sites and entity |
| Site work | Activity controls | Method statements and records | Review | Map to project scope |
| Safety | Risk assessments | Existing assessments | Review | Update for activities |

Cost and scope
Quote the certificates you need. Not the ones you do not.
$2,288
ZES ISO implementation consultancy starts from $2,288. bizSAFE Level 3 preparation starts from $1,888. Your final fee depends on the required standards, headcount, certificate scope, sites and the documents or records already in place. We give you a written quote after reviewing the requirement.
Your quoted scope can include
- Tender and certificate requirement review
- Gap analysis for the agreed ISO or bizSAFE scope
- Documents and records prepared with your team
- Internal audit and management review support for ISO
- Preparation for the relevant independent audit
Certification body audit fees for ISO are separate from ZES consultancy. The bizSAFE Level 3 Risk Management audit is included in the quoted ZES package; Level 1 and Level 2 course fees are separate.
Project timeline
Plan backwards from submission or site start.
Most SMEs are certified to ISO in two to four months with ZES. bizSAFE Level 3 on its own is typically two to four weeks from kickoff to the Risk Management audit, for one site with Level 1 and Level 2 completed or booked. Your quote sets out the route for the certificates your contract requires.
What helps the project move
- The tender clause and target start date are available at kickoff
- One project contact can coordinate office and site staff
- Existing risk assessments, method statements and inspection records are ready to review
- The certificate scope covers clearly defined sites and activities
What can add time
- Several sites, entities or construction activities are included in the scope
- The tender asks for more than one standard
- New controls or records need time to be used in normal work
- Certification-body or audit dates do not fit the project deadline
*Typical ISO timeline for an SME: from kickoff through the certification body's audit process. Typical bizSAFE Level 3 timeline: from kickoff to the Risk Management audit, for one site with Level 1 and Level 2 completed or booked.
Before the independent audit
What we check with your team.
The tender may ask for a certificate, but the auditor looks for a system that matches the work. Before the audit, we review the agreed scope, site records and people who may be asked how the process works.
The scope matches the clause
The legal entity, sites and construction activities on the certificate scope match the tender or contract requirement.
Site work leaves evidence
Planning, risk, inspection and completion records follow the construction work your team actually carries out.
Controls match the risks
Where safety certification applies, the risk assessments and work procedures reflect the construction activities and site conditions in scope.
Roles are clear
The office and site people responsible for tendering, purchasing, supervision and checks know their part of the system.
The system has been reviewed
For ISO, internal audit and management review are completed before the certification body audits the system.
The audit plan is clear
Your team knows which audit applies, who needs to be available and what records the auditor may ask to sample.

Construction company FAQ
Costs, timing and what to send.
Short answers for Singapore construction companies and procurement teams. For the wider comparison, read the ISO 9001, ISO 14001 and ISO 45001 guide.
Which certificates do construction companies need in Singapore?
Requirements vary by tender, contract and work package. Construction companies are commonly asked for bizSAFE Level 3, ISO 9001, ISO 45001, ISO 14001 or bizSAFE Star. Send the tender or contract clause so we can confirm what is required for your project rather than recommending certificates you do not need.
Which standard should we start with?
For many subcontract and tender requirements, bizSAFE Level 3 is the first route. ISO 45001 may be required for a full safety management system or bizSAFE Star. ISO 9001 is often requested for quality-graded tenders and BCA-related work. ISO 14001 can be relevant when the tender includes environmental requirements. The clause decides the order.
What should I send for a quote?
Send the tender or contract clause, work scope, headcount, sites, legal entity and deadline. Also send any certificates, risk assessments, method statements, work procedures or inspection records you already have. After a short call or site visit, we provide a written quote and project timeline.
How much do the certificates cost?
ZES ISO implementation consultancy starts from $2,288. Certification body audit fees are separate. bizSAFE Level 3 preparation starts from $1,888, with the Risk Management audit included in the quoted package; Level 1 and Level 2 course fees are separate. The current market range stated for each ISO standard is typically $4,500 to $9,000 in the first year, while bizSAFE Level 3 is about $2,400 to $5,300 all-in.
How long will certification take?
Most construction SMEs are certified to ISO in two to four months. bizSAFE Level 3 on its own is often two to four weeks from kickoff to the Risk Management audit when one site is involved and Level 1 and Level 2 are completed or booked. Multiple standards, sites or delayed audit dates can add time.
Can we combine ISO 9001, ISO 45001 and ISO 14001?
Yes. The standards share a high-level structure, so we can build one integrated management system rather than separate systems. The final scope still follows the tender requirement and the construction activities your business carries out.
Will the system fit our construction site work?
We build the agreed system around your actual construction processes and site practices, including the records relevant to your scope. Your team reviews the documents, uses the records in normal work and explains the system to the auditor. ZES prepares and guides you; your team owns the system.
Who audits and issues the certificate?
An independent accredited certification body audits ISO systems and issues the certificate after its Stage 1 and Stage 2 audits. An MOM-registered Auditing Organisation conducts the bizSAFE Risk Management Implementation Audit. ZES is separate from the auditor: we prepare your documents, records and team for the relevant audit.
What if the auditor raises findings?
Your team needs to address the findings and provide the evidence the independent auditor asks for before certification can be issued. We help you work through the points and prepare the evidence. The certification body or auditing organisation decides whether its requirements are met, so we do not promise an audit outcome.
